They will be added to the National Crime Information Center (NCIC) database. The administrative Offices of the Court will enter 150,000 existing Final Restraining Orders into this national database. It is to provide protection for domestic violence victims who have left the state either temporarily or permanently. Real Estate The threat of an overwhelming filing of foreclosures has spurred the introduction of a mandatory mediation process after a complaint against a homeowner is filed. There is massive training scheduled to provide enough personnel for the numbers that are anticipated. Under the court program the first two hours will be free and then the mediator's market rate controls. Who will pay the mediator's fee will be a matter of negotiation. The hope is that the consumer and bank or mortgage company will be able to work out a plan for the benefit of both without the homeowner losing shelter.
